Grants and Resources Manager, County of Tulare Resource Management Agency

Denise England is the Grants and Resources Manager for the County of Tulare Resource Management Agency. In her 17 years with the county, she has brought more than $50 million in state and federal funding for water solutions in disadvantaged communities. She accomplishes her work through innovative projects, a regional perspective, and by leveraging relationships with non-governmental organizations, cities, and funding agencies. Denise coordinates and facilitates the Tulare County Forest Health Task Force. Comprised of federal, state, and local government representatives, industry leaders and concerned citizens, the Task Force works to identify needs, solutions, and seek funding for complex forest health issues.
Denise successfully negotiated a Master Stewardship Agreement with the US Forest Service and is working on the County’s first Supplemental Project Agreement. These Agreements allow the US Forest Service to exchange goods and services to achieve land management objectives while also meeting local and rural community needs.
Denise received her BA in Organizational Leadership from Fresno Pacific University and MSA from California State University, Bakersfield. She resides in Tulare with her husband and three children.
